Public-Private Transportation Act

The Public-Private Transportation Act (PPTA) of 1995 allows private entities to enter into agreements to construct, improve, maintain and operate transportation facilities.

PPTA guidelines – The Virginia Department of Transportation (VDOT), in coordination with other state transportation agencies, the office of the attorney general and the secretary of transportation’s office have drafted updated PPTA guidelines in accordance with amendments enacted by the 2005 General Assembly.

VDOT posted the draft version of the guidelines for public review and comment during the period Aug. 18 through Sept. 19, 2005. VDOT and the other state transportation agencies are reviewing the public comments. The secretary of transportation finalized the guidelines on Oct. 31, 2005, in accordance with the code.
