Locally Administered Projects

  • Project Cost Estimating System:

All project estimates must be updated in PCES at least once every six months.

Localities may now register to attend PCES Training Sessions through the VDOT University Virtual Campus.  Instructions for registering through the VDOT University Virtual Campus can be found here Adobe Reader

  • Dashboard 4.0 :

Implemented July 1, 2018, Dashboard 4.0 maintains focus on on-time and on-budget project delivery with increased focus on monitoring interim milestones throughout the project development process to help identify potential issues earlier in order to keep projects on track. For your convenience, an overview and user guide are available to help users learn more about the new Dashboard 4.0 features. These guides provide details on the metrics, data sources and business rules that drive the measures.

  • Non-VDOT Administered Projects (NVAP):

Also introduced July 1, 2018, NVAP is an interactive tool that gives local governments the ability to provide important updates during project construction through an easy-to-use SMART Portal data entry site. The use of this tool, and providing construction contract information, dates, and expenditures is effective for locally administered projects having an Award date of July 1, 2018 and beyond. This is a new requirement for local governments and is outlined in LAP Manual section 13.1.4.2 - VDOT Databases. A NVAP Users Guide is also available to assist local government's use of the new tool.

  • SMART SCALE Dashboard for Localities

The Smart Scale Dashboard provides an enhanced tool that lets the public see how Localities and VDOT are delivering projects selected under the Smart Scale Program. This Dashboard exclusively displays projects that are funded by the Smart Scale program through the Construction phase. A unique set of business rules are used to determine on-schedule and on-budget status for Smart Scale projects. The Smart Scale Dashboard can be accessed at the following link: http://dashboard.vasmartscale.org/

Note: All other projects will continue showing on VDOT Dashboard

Smart Scale Dashboard is best viewed with mobile devices.  Please send all the questions and comments you have regarding the Smart Scale Dashboard to SmartScaleDashboard@VDOT.Virginia.Gov
