Consulting Services
The Consulting Services Program is responsible for administering contracts for the performance of right of way services (e.g., appraisal, appraisal review, negotiations, and relocation services) when the District Office staff resources are not sufficient to meet expedited project advertisement schedules. The Right of Way Consulting Services Program administers "non-professional" contracts.
Only firms that have been pre-qualified are eligible to submit proposals for these types of contracts. Additional procedures and guidelines for pre-qualifications can be obtained from Vicki Campbell.

Appraisal
The Appraisal Program is responsible for the development of appraisal reports that establish the fair market value of properties being acquired for highway construction projects. For more information click here.

Acquisition
The Acquisition Program is responsible for securing real property through negotiation. This includes procurement not only through voluntary conveyances, but also through eminent domain.

Relocation
The Relocation Program is responsible for administering a comprehensive program of services and benefits to coordinate, to the maximum extent possible, the timely and successful relocation of displacees and re-establishment of businesses.

Utilities
The Utilities Program is responsible for managing the adjustments and relocation of utility lines within the proposed right of way for highway projects.

Property Management
The Property Management Program is responsible for the management and disposition of all residue properties and surplus rights of way.
