CHARLOTTESVILLE RESIDENCY WELCOMES NEW ADMINISTRATOR
Engineer returns to the VDOT district where he began his career

CULPEPER – Allan Sumpter has been named Administrator of the Charlottesville Residency, succeeding Jim Utterback who is now serving as VDOT’s Project Management Officer in Richmond.

In his new role as the head of one of the district’s four residencies, Sumpter will serve as liaison between VDOT and local governments and oversee transportation activities in the counties of Albemarle and Greene.

“I’m really looking forward to working with the citizens and elected officials of both counties,” says Sumpter.

Prior to his appointment, Sumpter worked for Virginia Maintenance Services where his duties included managing the contract for VDOT’s interstate maintenance program in southwestern Virginia while providing support for projects in other states, particularly in Texas.

A 1988 graduate of Virginia Tech with a Bachelor’s of Science degree in Civil Engineering, Sumpter first came to VDOT as an engineer trainee in the agency’s Culpeper District where his assignments familiarized him with various parts of the nine-county district that stretches from Warrenton to Charlottesville.

Upon completing the Engineering Development Program, Sumpter was named assistant resident engineer in the Lebanon Residency of the Bristol District. There, he was promoted to the resident engineer position in 1996. He left that post in 2000 to become project manager at VMS.

The new administrator is a native of Jonesville, Va. He and his wife, Patty, have three children: 19-year-old Patrick, 11-year-old Kaitlyn and four-year-old Sarah.

Sumpter, an avid golfer, looks forward to relocating with his family to Lake Monticello in Fluvanna County.
