Casto Named L&D Manager

Brian J. Casto, P.E. has been named the new location and design (L&D) manager for the Lynchburg District of the Virginia Department of Transportation (VDOT).

A graduate of the University of Virginia (B.S., Civil Engineering; Master’s of Engineering), Casto has been employed with the Department since 1994, beginning his career as a research engineer at the Research Council in Charlottesville, progressing to engineering positions in the Lynchburg District’s Structures and Bridge section, and joining the L&D staff as an assistant manager in 2006. Most recently, Casto served as acting location and design manager following promotion of the incumbent.

Shannon Cotulla, P.E., assistant district administrator for preliminary engineering, says, “Brian has demonstrated a resounding commitment to VDOT with his willingness to take on new challenges and grow with the Department. As acting L&D manager, he was responsible for the survey, design and project management of a $50 million annual construction program and the results were quite admirable. I am delighted to have Brian as our new L&D Manager.

A licensed professional engineer (P.E.), Casto resides with his family in Amherst.
