VDOT Begins I-66 Congestion-Relief Study
On July 1, the Virginia Department of Transportation (VDOT) and Federal Highway Administration (FHWA) will begin a feasibility study on how best to ease congestion and keep traffic moving during emergencies on I-66 westbound between the Rosslyn tunnel and the Dulles Connector
As requested by Governor Mark Warner, a community-based planning process will be used in considering a realistic, affordable, and effective transportation solution that stays within the existing right of way throughout the 6.5-mile section of I-66 westbound. An open and inclusive process will involve communities, businesses and other stakeholders. The study will begin with four initial concepts:
o A “No Build” option
o Transit options
o HOV/HOT Lane options
o Roadway widening options
During July and August, VDOT and FHWA will develop a community outreach plan, and review and expand the initial concepts as a starting point to present to all stakeholders. The public will be able to suggest alternatives and evaluation criteria on the project Web site that will be available at www.VirginiaDOT.org in July.
In September, after most residents’ return from vacation and school begins, community outreach will begin. Communities, businesses and other stakeholders will be asked for input and additional alternatives and concerns will be incorporated into the study. A matrix will be developed, similar to a consumer report, identifying the positives and negatives for each alternative.
The completed study will be submitted to the Commonwealth Transportation Board for further recommendations in Feb. 2005.
