Local partnership fund helps localities to build their own projects and make more transportation improvements

RICHMOND - The Commonwealth Transportation Board this week awarded a contract to build a new interchange to connect Tom’s Creek Road and the Route 460 Bypass in Blacksburg. The contract worth approximately $8.4 million was awarded to English Construction from Altavista.

The Town of Blacksburg will be responsible for the management and administration of this road construction project, which is scheduled to begin this spring and be completed in late 2007. Local management of the project is made possible through the Local Partnership Fund, which was established by the General Assembly in 2005.

To cover the cost of the construction contract and administrative costs, the Town of Blacksburg received $9.1 million of the $40 million available in the fund. This is the largest allocation from the fund for any project in the state. Ten localities across the state have taken advantage of the Local Partnership Fund to improve transportation in their areas.

The Local Partnership Fund created a one-time, state funding source that localities could use to replace federal funds on certain projects if localities assumed responsibility for building the projects. The replaced federal funds then could be allocated to other federally funded projects within the same locality. With the Tom’s Creek interchange project, the replaced federal funds were shifted to the project to widen Givens Lane and extend Progress Street.

The Tom’s Creek interchange project entails building a partial cloverleaf interchange where Tom’s Creek Road intersects with the Route 460 Bypass. The interchange includes a new bridge to carry Tom’s Creek Road traffic over the Route 460 Bypass. The bridge will have a sidewalk on one side of the roadway and bicycle lanes on both sides.

Because of the location of one of the new interchange ramps, the existing connection from Givens Lane to Tom’s Creek Road and Chickahominy Drive will be extended. Route 618 also will be relocated.
