Information meeting Tuesday for NEPA re-evaluation on section of Corridor Q in Buchanan County
Tuesday, February 7 from 5 - 7 p.m. at Riverview Elementary
BRISTOL - The Virginia Department of Transportation (VDOT) will hold an information meeting Tuesday to review the re-evaluation of previous National Environmental Policy Act (NEPA) documentation for a proposed section of Corridor Q that overlaps Routes 460 and 121 in Buchanan County.
The information meeting will be held Tuesday, February 7 from 5-7 p.m. at Riverview Elementary School, 27382 Riverside Drive, Grundy, Virginia 24614. In the event of inclement weather, the alternate date for the public meeting is Wednesday, February 15 from 5-7 p.m. at the same location.
The purpose of the meeting is to give citizens an opportunity to review and discuss the NEPA re-valuation for a section of the proposed Route 460/121 (Corridor Q) in Buchanan County, known as Poplar Creek Phase A. Poplar Creek Phase A travels from the east end of Route 460/121 Hawks Nest section, which is constructed to rough grade, to Route 604 (Poplar Creek Road).
VDOT encourages all interested citizens to attend the information meeting. To give citizens more flexibility in their participation, there will be no formal presentation. Instead, citizens will be able to review the NEPA re-evaluation documentation and other materials with VDOT representatives at their convenience anytime between 5 p.m. and 7 p.m.
Also, citizens will have an opportunity to record verbal comments for the official record anytime during the meeting. Written comments will be accepted during the meeting or may be submitted to VDOT by February 25, 2017. Mail comments to Ms. Heather Williams, Environmental Project Manager, 1201 E. Broad Street, Richmond, VA 23219, or email them to CorridorQOverlap@vdot.virginia.gov. Reference “Corridor Q/Poplar Creek Phase A” in the email subject line.
For additional information, or if you require special assistance to participate in the meeting, please call the VDOT’s Route 460/121 (Corridor Q) office in Lebanon at (276) 889-7676 or device for hearing impaired (TTY) at 711.

Corridor Q Poplar Creek Section A is part of federally designated Corridor Q, part of the Appalachian Development Highway System which travels through Kentucky, Virginia and West Virginia and generally follows the Route 460 corridor with some sections on new location.
Corridor Q stretches eastward from the Virginia/Kentucky state line to Christiansburg, a distance of 127.5 miles. Approximately thirteen miles of Corridor Q in Virginia remain uncompleted:
- Route 460 Connector Phase II: 6.2 miles under construction to rough grade.
- Connection with Route 121 (0.3 miles): fully funded, comprehensive agreement for design and construction in negotiations.
- Hawks Nest segment of Corridor Q/Route 121 (2 miles): completed to rough grade.
- Corridor Q Overlap Routes 460/121 Poplar Creek Section A (2.9 miles): fully funded for rough grade construction and paving; design/build contract signed with Bizzack Construction July 2016; provides at grade connection with Route 604.
- Corridor Q Overlap Routes 460/121 Poplar Creek Section B (1.6 miles): currently unfunded; scope includes two lane roadway with climbing lane as needed with bridge over Levisa Fork; connects with current US Route 460 at Grundy to complete Corridor Q.
Route 460 Connector Phase I has been completed and will open to traffic when Kentucky’s adjacent Route 460 project is completed, which is anticipated for late 2017. The Phase I project included construction of the tallest bridge in Virginia (250 feet high).
