Capital Beltway I-495 History
In July 2003, the Commonwealth Transportation Board recommended an evaluation of a High-Occupancy Toll (HOT) lanes proposal along the Capital Beltway in Northern Virginia.The Virginia Department of Transportation (VDOT) received an unsolicited proposal (from Fluor Daniel) for the Capital Beltway Project.
The Fluor Daniel plan added four HOT lanes to 14 miles of the Capital Beltway -- between Springfield and the Dulles Toll Road.
Carpoolers and buses would have free HOT lane access. All other drivers would pay a variable toll to use the lanes.
On Aug. 25, 2004, then-Commonwealth Transportation Commissioner Philip Shucet recommended that negotiations of a comprehensive agreement begin with Fluor Daniel under the Public-Private Transportation Act of 1995.
On April 28, 2005, then-Commissioner Philip Shucet signed a comprehensive agreement, along with exhibits, with Fluor Enterprises Inc. and Transurban (USA) Inc. to improve the Capital Beltway in Northern Virginia.
The agreement establishes a business relationship between VDOT and the project team to move ahead on future project decisions, such as construction.
On Sept. 10, 2007, Commonwealth Transportaton Commissioner David S. Ekern announced an in-principle agreement for Capital Beltway HOT lanes.
