Unsolicited Conceptual PPTA Proposal

Virginia’s Office of Transportation Public Private-Partnerships (PPTA Office), in coordination with the Virginia Department of Transportation (VDOT), has received an unsolicited conceptual proposal from Hampton Roads Crossings for expansion of the Hampton Roads Bridge Tunnel, pursuant to 2010 Virginia Acts chapter 126 and the Public-Private Transportation Act (PPTA).  

VDOT's commissioner formally accepted Hampton Roads Crossings’ unsolicited conceptual proposal on Oct. 28, 2010.

Pursuant to the requirements of 2010 Virginia Acts chapter 126, the PPTA Office requested submission of competing conceptual proposals. Prior to the expiration of the competition period, the PPTA Office received competing conceptual proposals from Cintra Infraestructuras S.A. and Hampton Roads Mobility Group. 

VDOT's commissioner has not yet accepted either competing conceptual proposal. 

On April 20, 2011, VDOT and the PPTA Office presented recommendations to the Commonwealth Transportation Board regarding how the procurement should proceed. The presentation, which includes the full text of the recommendations, is available below.

Feasibility Study

In 2008, VDOT performed a feasibility study to increase capacity at the facility.  Six concept-level alternatives were developed using aerial mapping and current AASHTO and VDOT design standards. Potential right of way and sound wall impacts were analyzed and basic traffic analyses were conducted for each alternative.  Additionally, conceptual construction cost estimates and schedules were developed for each alternative.  VDOT also conducted Citizen Information Meetings to incorporate public comment prior to publication of the final report.  

Hampton Roads Bridge Tunnel Expansion Feasibility Study Final Report

In 2001, VDOT completed the Hampton Roads Crossing Study Final Environmental Impact Statement.  This document considered candidate build alternatives in both the I-64 and I-664 corridors.
