Everyday thousands of drivers sit in traffic on I-64, between the I/64-I-264 Interchange and I-564.
But as the Virginia Department of Transportation (VDOT) converts 8.4 miles of underused High Occupancy Vehicle (HOV) lanes -- meant for vehicles with two or more riders -- to Express Lanes on I-64, commuters will have a more reliable, less congested commute that will provide travel choices.
Motorists choosing the Express Lanes will help ease traffic in the General Purpose lanes, and Express drivers will see more consistent speeds with fewer commuters in their lanes.
Conversion of the HOV lanes to Express Lanes is expected to increase the efficiency of the corridor and provide motorists with a more reliable trip.
The cost for travel in the Express Lanes is based on Dynamic Pricing.
All drivers must have a funded, registered and properly mounted E-ZPass or E-ZPass Flex to enter the 64 Express Lanes during operating hours. Outside of operating hours, the 64 Express Lanes remian free and open to all motorists with no E-ZPass or HOV requirements.
Revenue from 64 Express Lanes will go back into maintenance of the I-64 corridor, ensuring a smoother commute for years to come.

In 1992, the Commonwealth Transportation Board designated HOV lanes in Hampton Roads. In 1998, the U.S. Secretary of Transportation encouraged the study of Express Lane conversion. A study was completed in July 2016. In September 2016 the Hampton Roads Transportation Planning Organization endorsed a resolution supporting the Express Lanes. On October 19, 2016 Virginia’s Commonwealth Transportation Board voted to convert the HOV lanes to Express Lanes.
In 2017, crews will begin installing gantries and an overhead monitoring system to track drivers using the Express Lanes.
Drivers who choose the Express Lanes will be responsible for using E-ZPass devices.
Hours of Operation: Tolling on the 64 Express Lanes is in effect from 5a.m. to 9a.m. westbound and 2p.m. to 6p.m. eastbound Monday-Friday. Outside of operating hours, the lanes remain free and open to all drivers with no E-ZPass or HOV requirements.
The 64 Express Lanes launched successfully in January, 2018.
