About the project

The proposed improvements to the I-264/Lynnhaven Parkway Interchange are being designed and constructed in two parts.  The first part (Part 1 of 2) consists of the design and construction of an east bound I-264 off-ramp to London Bridge Road and a west bound I-264 on-ramp from London Bridge Road. The new ramps are expected to improve traffic operations at intersections along Lynnhaven Parkway, London Bridge Road, Great Neck Road and Virginia Beach Boulevard. 

The second part consists of the design and construction plans for the improvements to the existing interchange at Lynnhaven Parkway and I-264.  Right-of-way acquisition should begin early 2009.

Construction is tentatively scheduled for advertising in the summer of 2010. At the present time, the second phase of the project is unscheduled due to insufficient funding.

A Location and Design Public Hearing was held in April 2008. 

 

Project History

Operational deficiencies at the interchange where Lynnhaven Parkway intersects Interstate 264 (I-264) in the City of Virginia Beach prompted a study to evaluate and compare alternative solutions for improving the traffic operations.  Three alternatives were developed in the study. FHWA, VDOT and the City of Virginia Beach recommended alternative is shown here today. 

Traffic Data

The existing combined traffic volumes for the I-264 eastbound off-ramps, at Lynnhaven Parkway, are 19,700 vehicles per day. The combined I-264 westbound on-ramps are 29,200 vehicles per day. By Year 2032, without improvements to the interchange, these volumes are projected to grow to 22,000 and 32,300 vehicles per day respectively. With the addition of the proposed London Bridge Road on- and off-ramps projected traffic volumes at the existing I-264/Lynnhaven Parkway Interchange ramps will be 14,600 vehicles per day eastbound and 22,400 vehicles per day westbound, reducing 2032 traffic volumes by approximately 32%.

Project Cost

The project cost for Part 1 of 2 is currently estimated at $22 million, including preliminary engineering, right-of-way and utilities, and construction. Project costs are subject to change depending on final design features, inflation, utility relocation and right-of-way costs. The anticipated breakdown is as follows:
