What's Being Done
In December, officials cut the ribbon on the new Route 164 – APM Terminals Boulevard, the state’s first Design-Build project.The Route 164 – APM Terminals Roadway improvements included the construction of a new “diamond” interchange between Cedar Road and West Norfolk Road. Now the interchange includes two bridges that take east and westbound Route 164 traffic over the new APM Terminals Boulevard into the APM Terminal.
This link will serve the APM Terminal and Cogentrix Inc.
On/off ramps at the interchange provide direct access from Route 164 to these facilities, and have removed the APM Terminal and Cogentrix truck traffic from local streets. In addition to the new interchange, the existing interchange at Cedar Road was modified to accommodate a new signalized intersection.
Coast Guard Road, which leads to the Coast Guard base, was realigned to intersect with Cedar Road at this new traffic signal. This will provide better access to the base from Route 164 and remove more traffic from the local streets.
The resulting time savings from this Design-Build contract allowed for earlier utilization of APMT’s marine container terminal. This $24 million project was completed on time and on budget.
