History

In the 1930s, a two-lane highway was built between Petersburg and Suffolk to parallel the Norfolk and Petersburg Railroad line that had been constructed in the 1890s. This road was widened to four lanes in the 1950s. There were no medians, shoulders or divided sections on the highway.

In 2000, the Virginia Transportation Act designated Route 460 as a “high priority corridor” between Interstate 295 in Petersburg and the Route 58 bypass in Suffolk.

The Virginia Department of Transportation (VDOT) began a location study for Route 460 in 2003. Also that year, the General Assembly passed legislation requiring a Public-Private Transportation act (PPTA) solicitation for improvements to the highway. Sunrise on Route 460 near Waverly

The Federal Highway Administration (FHWA) signed the Draft Environmental Impact Statement (DEIS) in the spring of 2005. In November 2005, the Commonwealth Transportation Board (CTB) selected the preferred alignment for the new highway, triggering the requirements of the 2003 PPTA legislation.

Route 460 is part of the federally designated National Highway System. Improvements to the corridor between Suffolk and Petersburg were evaluated as part of the national “TransAmerica Study” that resulted from the federal government’s Intermodal Surface Transportation Efficiency Act (ISTEA) in 1991.

In the late 1990s, Virginia and West Virginia collaborated on a study of potential improvements between Beckley, W. Va. and Virginia Beach.

VDOT issued a Solicitation for Proposals (SFP) on Feb. 15, 2006, for the development and/or operation of the new U.S. Route 460. VDOT issued Addendum #1 to the SFP on March 31, 2006.  VDOT issued Addendum #2 to the SFP on June 6, 2006.

The timeline for the procurement for the Route 460 project was revised in Addendum #2.  The revised timeline for the procurement process under the Public-Private Transportation Act (PPTA) and the Implementation Guidelines is below. The dates that have been changed or added are marked with an asterisk.
