Tier 1 Environmental Impact Statement

Began: Summer 2011
Completed: November 2013

The Tier 1 EIS studied potential multimodal improvements that could address existing and future transportation needs in the I-66 corridor from the Beltway in Fairfax to Route 15 in Haymarket. The study was developed by VDOT, the Federal Highway Administration, and the Virginia Department of Rail and Public Transportation. 

A Tier 1 EIS differs from a traditional EIS in that it focuses on broad issues such as purpose and need, travel modes (bus, carpool, rail transit, car, etc.), technology choices, and the general locatio of proposed improvements.

Public meetings were held in June 2011 and January and February 2012 to help gather input for the study's purpose and need statement. Public hearings in March 2013 focused on the Tier 1 Draft EIS, which entailed extensive traffic forecasting, analysis of how transportation modes work in combination with others, and evaluations of possible impact on natural and human environments.

During the Tier 1 process, VDOT and the Department of Rail and Public Transportation (DRPT) identified ten concepts that would increase capacity, provide multi-modal options, improve individual interchanges, and address safety and operations.

Tier 2 Environmental Study

Begins: 2014 (TBA)

The Tier 2 environmental study or studies will consider one or more improvement concepts from the Tier 1 EIS and focus on site-specific details for the selected concept(s), including impacts, cost and mitigation.

Request for Information

In November 2013, private sector ideas, innovative approaches, and suggestions were received from a Request for Information (RFI) by the Office of Transportation Public-Private Partnerships. Other I-66 Projects

Other projects along the I-66 corridor in northern Virginia include an active traffic management system, a new Bus and HOV access ramp at Vienna Metro, widening from Gainesville to Haymarket, a new auxiliary lane inside the Beltway, and improvements at the Route 15 and 28 interchanges.
