About the Project

Rendering of Pacific Boulevard over W&OD Trail.This project will extend Pacific Boulevard (Route 1036) from Severn Way to Autoworld Drive in Loudoun County.

The new section of road, a little over a half-mile long, will have four 12-foot travel lanes, median, curb and gutter, as well as bridges over the Washington & Old Dominion Railroad Regional Park and Cabin Branch. The project features a sidewalk along the east side of the road and a ten-foot-wide trail along the west side with connections to the W&OD Trail.

By 2030, traffic volumes are expected to be approximately 27,600 ADT (average daily trips). The design-build contract value is $19 million.

With right of way the entire project cost is $26.7 million.

Traffic Impacts

The only work easily visible to the public is on either side of the W&OD trail. Trail users can expect to see a lot of activity. The lower set of power lines on the south side of the bike trail will be relocated underground by the end of Augustto allow clearance for the twin bridges that will span the trail. The earth walls for the twin bridges began in August and will rise up over the next couple of months. Then work will begin on the twin bridges. 

Access to the W&OD trail from Autoworld Circle is not available during construction for safety reasons, however trail users can look forward to 10-foot-wide shared-use path when the project is complete, providing easy access to the trail.

Project Updates

The contractor began construction in February 2009 and spent the majority of March installing erosion and sediment controls and clearing the work site. Storm drainage wasinstalled, cut-to-fill operations were performed and necessary embankment was brought in throughout the project. In August, substructure work on the Cabin Branch bridge began, and is expected to be complete by the end of September.

Upon completion of the three bridges, the extensions and bridges will be tied with paving, sidewalk, median barrier, etc. The project is on schedule and final paving, striping, and clean-up activities will be complete in fall 2010.

Background

Pacific Boulevard is a key component of Loudoun County’s transportation plan for the road network parallel to Route 28. This network provides an alternate north-south option for local traffic just west of Route 28 between Route 606 and Russell Branch Parkway. 

The Pacific Boulevard design-build project will complete a critical segment of the network, and provide alternate access to businesses between Route 625 and the W&OD Trail. Together with the Nokes Boulevard Interchange, this project will provide local access between Route 625 and Nokes Boulevard on the west side of Route 28. Although other segments of Pacific Boulevard are currently incomplete, the parallel road network will ultimately provide improved local connectivity and reduce traffic on Route 28.

Shirley Design/Build, LLC has worked cooperatively with surrounding property owners to facilitate the construction. Eugenia Investments, Inc. donated the right-of-way easements at no cost to VDOT.
