What is Being Done?
This project will widen Route 638 (Rolling Road) between the Fairfax County Parkway and Old Keene Mill Road (about 1.4 miles) from two to four lanes. The intent is to relieve existing and anticipated congestion that occurs during peak hours, to provide accommodations for pedestrians and bicyclists and to improve safety along the corridor. The project features:• A wide curb lane to accommodate bicyclists and an additional buffer area for parked cars
• Raised grass medians with landscaping
• A shared-use asphalt path on the west side and concrete sidewalk on the east side
• Turn lanes at intersecting streets
• On-road parking in some areas
• Possible soundwalls
Design is currently underway, and land acquisition will begin in mid-2009. Final design is expected to be complete in mid-2012, with construction beginning in late 2012.
Project Background
The project's design was originally approved in the early 1990s by the Fairfax County Board of Supervisors and the Commonwealth Transportation Board. Due to funding constraints, it not constructed. Since that approval, roadway design standards and environmental requirements evolved, citizens moved in and out of the community and new VDOT and county policies on multi-modal transportation accommodations were established. The project design has changed significantly from the previously approved plan to comply with these changes as well as concerns received from stakeholders.
Right-of-Way Requirements
No displacements or relocations of families or businesses are expected. As the project is finalized, additional easements for maintenance, construction, and utility relocations may be required beyond the proposed right of way shown on plans presented at the public hearing. Property owners will be informed any easement locations during right-of-way acquisition prior to construction.
Environmental Considerations
On-site inspection and coordination with state and local agencies determined that this project will not significantly impact streams, wetlands, endangered species or natural, cultural, historic, or recreational resources. It will not involve significant air, noise, or water quality impacts. The project was coordinated through the State Environmental Review Process (SERP), and per National Environmental Policy Act (NEPA) requirements, a Categorical Exclusion was approved by the Federal Highway Administration in December 2006.Per environmental regulations, it is anticipated that a storm water management pond will be constructed adjacent to Rolling Road in the vicinity of the Springfield Golf and Country Club.
