The following steps outline the process of noise barrier walls.

  1. Make Type I determination per Federal Highway Administration noise policy.

  2. Perform noise study and preliminary abatement design  —  where impact exists.

  3. Present noise study and preliminary abatement design at public hearing as part of environmental document.

  4. Finalize all abatement designs, including the design of all noise barrier walls once road design has been approved.

  5. Display all final noise barrier designs on the Virginia Department of Transportation (VDOT) Web site.

  6. Third Party Participant(s) notify VDOT of the willingness to participate in cost-sharing

  7. Solicit public input from affected property owners — those protected by the barrier wall.

  8. Incorporate sound barrier walls approved through public input into the final road design construction plans.

  9. Obtain third party co-funding prior to VDOT programming, scheduling, and engineering date.

  10. Construct sound walls concurrently with road construction.
