Four months ahead of schedule, $16 million saved

COLONIAL HEIGHTS — The Virginia Department of Transportation (VDOT) has ended all major traffic impacts on the I-95 Bridge Restorations project and work is nearly complete, more than three months ahead of schedule. The four year project rehabilitated eleven major structures along the I-95 corridor in the City of Richmond and Henrico County. The projected costs are expected to be well under the $106 million budgeted with a savings of nearly $16 million.

Construction for the safety improvement project began in September 2010 with restoration work to the piers and abutments for each of the eleven bridges. During construction, VDOT was able to use advanced technology to replace the bridges quickly and with little impact to drivers. “By replacing each bridge superstructure with pre-cast sections, we were able reduce the amount of time it takes to construct a new bridge, with minimum impacts to traffic,” said Scott Fisher, project manager. Drivers will enjoy extended working lives of up to sixty years for each structure.

“The coordination efforts among the contractor, localities and VDOT have been paramount in keeping this project on schedule,” said District Administrator Tom Hawthorne. “We’re pleased to be able to end major traffic impacts so early.”

Over the past few months, crews have completed final paving, pavement markings and have replaced the last two bridges at Upham Brook in Henrico County. The contractor, Archer Western, will complete landscaping and other minor construction activities through October. This work will have little to no impact on traffic.

The project spanned approximately seven miles along Interstate 95. Approximately 150,000 vehicles travel through the corridor each day.

VDOT is replacing 11 bridges on I-95 in metro Richmond

This four year project covers a seven-mile stretch of I-95 between Lombardy Street in Richmond and Upham Brook in Henrico County. The following bridges have been replaced:

How did the four year construction project impact traffic?

When beams and bridge decks were replaced, I-95 traffic was reduced to one travel lane in each direction. This was typically done Sunday through Thursday nights from 8 p.m. to 6 a.m. By working at night, we will impact fewer drivers and reduce motorist delays. 

The contractor was permitted to close one travel lane on I-95 in each direction for daytime bridge work Monday through Friday from 8:30 a.m. to 3 p.m. 

Lane closures were not permitted during morning or afternoon rush hour except for emergency repairs.

I-95 ramps and city streets under the bridges were closed periodically during bridge replacements. This only occurred intermittently, Sunday through Thursday nights from 7 p.m. to 6 a.m.


The project began in 1999 with the successful replacement of the James River Bridge and Broad Street bridges.

Since then, VDOT accumulated funds and restored the remaining 11 bridges along this vital transportation corridor.
