Project Details

This project addresses congestion on Route 696 (Selma-Low Moor Road) at the intersection with Route 1101 (Winterberry Avenue) and the Interstate 64 interchange at exit 21. Traffic is particularly congested during the morning when adjacent schools are in session.

Coordinated traffic signals will be installed at the routes 696 and 1101 intersection, as well as the west and east I-64 ramps.

Turn lanes will also be added at each approach to the routes 696 and 1101 intersection, and to the I-64 west off-ramp to help prevent traffic from backing up onto the interstate.

A sidewalk will be added along Route 1101 from the Alleghany County Governmental Center to the Route 696 intersection.

The bridge over I-64 will not be improved.

The work will be completed before the opening of the Love’s Travel Center, to be located just north of the routes 696 and 1101 intersection. 

Construction began in June 2017, and should be completed in summer 2018.

Route 696 just north of the interstate currently has an average traffic count of 4,900 vehicles a day. The projected traffic volume in the year 2038 is 8,000 vehicles a day.

The changes should improve traffic flow around the Route 696 interchange including the Winterberry Avenue intersection, especially during the morning peak traffic periods. 

Wider pavement and shoulders will better facilitate turning commercial trucks.

During Construction

Through early spring 2018, motorists can expect occasional flagger traffic control on Winterberry Avenue and Route 696 during daylight hours.

Contractors closely monitor school traffic during morning and afternoon hours to minimize backups. 

Existing access to all property in the area will be maintained during construction.


New entrances for the proposed travel center will be constructed with the roadway to avoid rework and additional traffic impacts during site development.
