Revised Draft Fiscal Years 2010-2015 Six-Year Improvement Program

The Commonwealth Transportation Board (CTB), the Virginia Department of Transportation (VDOT) and the Virginia Department of Rail and Public Transportation (DRPT) continued grappling with reductions in available transportation funding at today’s CTB meeting in Richmond. Transportation revenue estimates have improved since August estimates that forecasted needed reductions of $883 million for transportation agencies over the next six years. The latest revenue estimates require the transportation agencies to propose $851.5 million in reductions to administrative, operational, maintenance and construction programs to balance their budgets.

June 18, 2009: The Commonwealth Transportation Board (CTB) adopted the Six-Year Improvement Program for Fiscal Years 2010-2015 today at their meeting in Richmond. The $7.4 billion program is down from $8.9 billion in the revised FY 2009-2014 program approved in February.

May 20, 2009: The Virginia Department of Transportation (VDOT) and the Virginia Department of Rail and Public Transportation (DRPT) presented a draft Six-Year Improvement Program for Fiscal Years 2010-15 today to the Commonwealth Transportation Board (CTB).

 

 

The total proposed program is $7.4 billion, down from $8.9 billion in the revised Fiscal Years 2009-14 budget approved three months ago.

The Fiscal Years 2010-15 budget reflects $650 million in cuts to the highway program and $880 million in reductions to rail and transit.

The highway declines are largely a result of continued state and federal revenue shortfalls, while the transit and rail declines are mainly attributed to the transition of the Dulles Corridor Metrorail Project to the Metropolitan Washington Airports Authority, which reduced the program by $776 million.

The Commonwealth of Virginia will host four public hearings across the state in June to receive public input on the Fiscal Years 2010-2015 Six-Year Improvement Program for highway, transit, rail and commuter service improvements.

The list of tentative Fiscal Year 2010 enhancement project selections will also be available at the public hearings. A copy is also available on the Transportation Enhancement Program Web page.

CTB members will host the hearings and leaders from VDOT and DRPT will attend and provide information.

Feb. 13, 2009: The Commonwealth Transportation Board (CTB) held a special meeting on Friday, Feb. 13, to approve a rare mid-year revision of the Fiscal Years 2009-2014 Six-Year Improvement Program for public transportation, rail and highway projects.

In order to have the flexibility to apply federal stimulus dollars to the state’s most pressing needs, the CTB had to approve the revised program prior to the passing of the federal stimulus package, which is expected to be signed into law by President Barack Obama on Monday, Feb. 16.

Feb. 4, 2009:
Shrinking transportation revenues, the increasing cost of maintenance and construction projects, and uncertainty surrounding long-term federal funding sources are forcing the Commonwealth Transportation Board (CTB) to conduct a rare mid-year revision to its Fiscal Years 2009-2014 Six-Year Improvement Program passed in June.

Dec. 18, 2008: The CTB is completing an unusual mid-year revision of the Fiscal Years 2009-2014 Six-Year Improvement Program in response to the declining transportation revenues.

 

The revision details $1.3 billion in anticipated cuts to highway, public transit, rail, bicycle, and pedestrian projects and programs in response to a $2.6 billion reduction in overall state and federal transportation revenue.

The CTB is committed to creating and maintaining the best transportation system possible in Virginia within available funding.

The Six-Year Improvement Program allocates funds for transportation projects proposed for construction, development or study in the next six fiscal years. The program is updated annually.

The CTB has updated the Virginia transportation Six-Year Improvement Program for Fiscal Years 2009-2014, which begins July 1, 2008.
