The Water Resources Program is comprised of both MS4/Stormwater Management and Resiliency.

MS4 / Stormwater Management

The Virginia Department of Transportation (VDOT) is authorized to discharge stormwater from its municipal separate storm sewer system (MS4) by coverage under the Virginia Pollutant Discharge Elimination System (VPDES) Individual Permit for Discharge of Stormwater (the Permit) within the urbanized areas of Virginia.

As part of the original permit authorization, VDOT developed and implemented an MS4 Program Plan (the Plan) with best management practices (BMPs) to address the seven minimum control measures (MCMs) and the special conditions for applicable total maximum daily loads (TMDLs) outlined in the Permit. The MS4 program group develops Standards and Specifications, IIMs and manuals that will assist in ensuring permit compliance.

Resiliency

VDOT is developing and participating in research aimed at addressing recurrent flooding of public roadway and bridge infrastructure under existing and future conditions for the Commonwealth. Changes in climate and extreme weather events, such as sea level rise and inland riverine flooding, pose risks for Virginia's transportation system. VDOT is evaluating preventative measures needed to prepare and adapt to the changing climate by assessing ways to protect, maintain, and improve assets. These measures include identification and mapping of vulnerable public infrastructure that may be at risk of flooding or deterioration, assessing design standards, and considering approaches that will lead to more resilient infrastructures and communities.

District NPDES Coordinators

A District National Pollutant Discharge Elimination System Coordinator is located within each of the nine VDOT District Offices. The District NPDES Coordinator’s primary responsibility is assist and coordinate the implementation of VDOT’s NPDES program activities, perform facility and VPDES Construction Permit inspections, develop correction actions recommendations, and train district staff on the NPDES program requirements.
